I got my Crown Tail Betta a little less than 2 years ago. He has always been very responsive to movement, coming up to the front of the tank, but lately he’s been hanging out at the bottom or resting on his plants and today he was breathing heavily on the rocks. When I went to check on him he had gone to the surface and seemed normal. His fins are looking ragged despite a week of BettaFix and regular water changes, things that have always helped before. He is in a 5 gallon filtered, heated tank. I know 5 gallons isn’t ideal, but I take good care of him. It’s at the point where people tease me for all the time, effort, and money I’ve devoted to him. 
The meat of my question is this – is he dying, and should I bother trying to revamp his tank at this stage? I am suspicious of his filter, which doesn’t seem to do much after I leave it for a few minutes and of the heater, which was intended for “up to” 5 gallons and just isn’t heating the water enough, but he was healthy for months prior to this with the same conditions. I was about to buy a new heater and some new Betta Balls, but I am worried he’s too far gone for its help.
